Stakeholder Information - Cross-Sector Collaboration Plan
The first step of project development was to determine the project's key stakeholders. Each stakeholder brought a unique skill set and knowledge base to the cross-sector collaborative leadership team. Here is a brief explanation of each stakeholder and a timeline showing the development of each relationship:
STARS: Services for Deaf and Hard of Hearing
Laura Lekwoicz, who works as a Program Director for STARS, offers an after-school career preparation class once a week to students who are deaf or hard of hearing, among many other services. For several years Laura offered a college visit trip through STARS to under ten high school students a year who lived in Nashville, but had a dream to use that funding to offer post-secondary information to many more students all over the state. In October 2012 Laura invited Andie Scott from Oasis College Connection to start meeting with her career preparation class to discuss post-secondary options.
Oasis College Connection (OCC)
A program of the Oasis Center in Nashville, OCC offers one-on-one counseling through the college search, application, and financial aid processes. Andie Scott works in multiple Metro Nashville Public high schools, but began working with Laura's group of students who are deaf and hard of hearing after school once a week in October 2012. After meeting with Laura and her students for several months, Andie decided to take on the dissemination of information concerning post-secondary options for deaf and hard of hearing as her Master's in Civic Leadership project.
Bridges: Serving the Deaf, Hard of Hearing, and Hearing Communities
A non-profit that offers many services including the only after-school program specifically for students who are deaf or hard of hearing in the state of Tennessee. This is the after-school program that hosts Laura from STARS and Andie from Oasis College Connection once a week about post-secondary options for high school students. Mike Helms and Donice Kaufman, both employed by Bridges, are highly connected within the deaf community of Nashville and surrounding areas. They took an interest in the planning of the retreat and joined the cross-sector collaborative leadership team.

High School Students who are Deaf and Hard of Hearing
The most important stakeholder - the participation of students and young people who are deaf or hard of hearing is crucial to the success of the project! There are students who are deaf across Tennessee. Some go to Tennessee School for the Deaf while other go to a mainstream high school in their hometown.The group that goes to the Bridges after school program go to Hillsboro High School, which has to teachers for the deaf. The teachers are also supportive of the project.

Davidson County Vocational Rehabilitation Services
VR provides services for people with disabilities who are in need of employment or education that leads to employment. Kim Dance is the case worker for people who are deaf or hard of hearing in Davidson County. Kim was invited to join the leadership team because of her knowledge of and experience with funding the post-secondary education of students who are deaf or hard of hearing.

Cummins Filtration
After about a month of planning for the retreat, the STARS funding that would have paid for the retreat got dropped. During a Master's in Civic Leadership class Andie announced that her project had lost funding and Josh Inman, employee of Cummins, stepped up and offered Cummins as a corporate sponsor. Cummins values corporate responsibility and was happy to be a part of the project. Cummins Filtration donated $7,000, funding the full cost of the retreat.

Although hard to believe, not all colleges and universities offer services for students who are deaf or hard of hearing. Two colleges specifically for students who are deaf, Gallaudet University and South West Collegiate Institute for the Deaf, gave presentations at the retreat.

Strategic Communication Plan
The Strategic Communication Plan below shows how the leadership team would be communicating with each stakeholder throughout the project. The colors blue, green, red, and yellow represent different ways of communicating with people who have different personality types. Blue personality types focus on facts and figures, green on implementation or to-do lists, red on people and relationships, and yellow on the big picture.

When planning the project design it's important to begin with the end in mind. Logic models are an organized and detailed way to show the development of the project from beginning to end, including short, medium and long term outcomes.
